Background: The incorporation of Millennium Development Goals (MDGs) in the strategic framework of Tenth plan/Poverty Reduction Strategy Paper is an evidence of the reflections of MDGs in the government policies and plans. However, the efforts of government alone are not enough to achieve MDGs. The most crucial factor for achieving the MDGs remains to be the strengthening of local level capacity through media advocay and networking. The concept of decentralization has evolved in development, which ensures the local level participation in access to information and media networking thereby resulting in their capacity building. Media plays significant role in the local development through disseminating local information to local communities. It is one of the effective tools for local level advocacy. The role of local level advocacy lies in putting forward various emerging issues linking with the betterment civil society. Thus, local level capacity building training as proposed is a reliable agent for social transformation directing towards meeting of MDGs.
